The police officer could have drawn his weapon and taken cover immediately, but I think he was in a situation he wasn’t familiar or trained for enough. Adrenaline and anxiety can overwhelm judgment and override the situation.

before anyone judges the cop, he might be showing restraint because he doesn't wanna have a gunfire in a crowded apt complex with thin ass walls. the strongest tool a cop has isn't always his gun, it's his mind and intuition.
