Who was the New York leader in the past that's had a leader of another country arrested? That would actually be unconstitutional if it happened after the Vienna Convention on Diplomatic Relations of 1961. In the United States constitution treaties with other countries are considered the Supreme Law of the Land. Local authorities strictly can't detain, search, or arrest diplomats from other countries. The best he could do in the situation was ask the federal government to arrest Netanyahu especially after contacting local law enforcement about it. Because certainly the local authorities wouldn't execute an arrest based on an international warrant.
