🚨 The head of the U.S. International Development Finance Corporation told the House Foreign Affairs Committee that the agency is replacing Huawei and ZTE equipment with Ericsson inside one of Kazakhstan's largest telecom providers — part of a sweeping strategic pivot away from investments that DFC CEO Benjamin Black described as returning "zero" on investment. At a full committee hearing entitled "Ending Supply Chain Dependency: Aligning Tools, Capital, and Partnership," Black testified that the DFC has rebuilt its pipeline to more than 340 deal opportunities totaling $78 billion, with a focus on energy, critical minerals, and telecommunications. Committee Chairman Rep. Brian Mast argued the U.S. can no longer afford to depend on China for technologies and raw materials critical to national security. Black contrasted the agency's new direction against prior-administration projects — including a 2023 bike share program in Brazil and a Dunkin' Donuts expansion in Tbilisi, Georgia — both of which he said returned zero. In their place, the DFC has approved $565 million for rare earth extraction in Brazil, $600 million into the Orion Critical Minerals Consortium, and is exploring up to $700 million for tungsten development in Kazakhstan. China currently controls more than 85% of the world's rare earth element processing. The DFC now carries $205 billion in total investment capacity across debt, equity, and insurance instruments.
