@jamaicapnp: Opposition Leader Mark Golding addressed residents in St. Elizabeth last night on the government’s NaRRA legislation. He raised serious concerns about transparency and governance. Under the new law, NaRRA and the Prime Minister can override decisions of municipal corporations, NEPA, and other agencies — without having to publish those decisions in real time. Mr. Golding also questioned the structure: billions of US dollars to be spent by an agency with no board of directors, just one CEO reporting to a Minister who is the PM. That, he said, is not proper oversight. He noted NaRRA’s purpose now seems to have shifted to projects like a new KPH and upgrading the Hip Strip in Montego Bay, things that had nothing to do with Hurricane Melissa. Meanwhile, what people urgently need is a housing program to get roofs back on homes, and support for businesses to restart.
