I think it’s Loki AS cap. We see Loki in Steve’s house, I think Loki is going to ask Steve for help to which Steve says no, but unable to take no for an answer he returns to the others as Steve. The reason he’s able to weld Mjolnir is because in the end of Loki season 2 he gave up everything to save literally everyone in existence. If that’s not worthy, I don’t know what is. In the teasers we see OUR Steve with no facial hair, short hair, the Steve we see wield Mjolnir has longer hair and a fully grown out beard. Sorta like the last time all the Avengers saw Steve. Loki wouldn’t take the shape of the clean shaven short hair Steve Rodger’s, he’d take shape of the Steve Rodger’s who was most recently seen by the team to be more convincing. (Obviously apart from Old Steve in the Endgame ending)

Have you seen the theory that cap is actually Loki and that he goes to find cap to explain to him what he did when going back in time and cap doesn’t agree to help so Loki presents himself as cap because he doesn’t think the avengers will trust him and when he sees Thor and gets mjolnir it’s him finally showing he’s worthy as he saved the universe
