When both Thailand and Cambodia insist that the other side fired first, the public cannot know the truth with certainty.
Those who bear the consequences of the failure to manage the conflict are not those in power, but innocent civilians in both countries who suffer loss of life, property, and security in their daily lives. The state has a duty to disclose the facts transparently, take responsibility for its decisions, and place the protection of people’s lives above competing efforts to establish political legitimacy.
