3) Military personnel
4) in order to vote without property or military service you must score above 80% proficiency on a rigorous civics exam demonstrating a high level of understanding on how the system works.

We should really bring back merit based voting rights. Having to meet certain merits that prove you are a provider to the country and community before being eligible to vote does nothing but strengthen the sincerity of the voting population and the integrity of elections. If I had to choose I’d have there be multiple different requirements, no dual citizenship, married, net tax payer, employed, military service, etc. Not saying you need to have all of these, but at least a few before you are eligible.
