IAC and APC exam are set and marked by saica, not icaz. pane akunyengerera hushamwari apa. i wish lcaz to be independent though, the relationship is costly to them.

You don't understand the history of ICAZ and SAlCA before independence. These boards were started by white guys. Another thing your video lacks statistics. Statistics provides better evidence.
