Not everything can be explained by science. I don't think this verse is connected to the speed of light. Kindly try to understand the concept of the speed of light a little more deeply. In our universe, at the speed of light, time stops and distances contract (from the traveller's perspective). So, an object travelling at the speed of light could, in principle, reach the edge of the observable universe within second. So,
1. The idea of "one day at the speed of light" does not make sense, at least according to the laws of our universe.
2. One thousand Earth years is a very small fraction of time compared to the vastness of the universe. Our own galaxy, the Milky Way, is about 100,000 light-years across.
3. If we consider your explanation of the speed of light, according to science light take about 555 days to travel from the Sun to the edge of our solar system.
So, if we relate this verse to the speed of light, it would imply that the message is being delivered somewhere relatively close to our solar system or even within our solar system which does not make sense when we consider the scale of the observable universe. Therefore, I believe this verse cannot be related to the speed of light, at least not according to the laws of our universe. If there are other universes, perhaps light behaves differently there, Allah knows best. I always respect your analysis, but I think science cannot explain everything. Science has its limitations, whereas religion is perfect. We should not try to justify a perfect religion using the limited understanding of science.
