Saw a specialist say there has never been a leak. The water just evaporates rapidly due to heat and shallow depth. They aren't accounting for this and are just assuming the water needs replacing because there's a leak hahahahahhaha.

this whole thing sucks and stupid from this administration. but i feel like the leak detection is a smart thing. it can identify actually leaks that might need repairs. should have been done from the start. better late than never.

Not that bizarre. Not unusual for a contractor to hire a specialized company to perform work by putting them under subcontract.
