for all those pissed she didn't keep him... how many dogs have you rescued or fostered today? maybe she can't afford the care he's going to need, maybe she lives in a pet free apartment and would get evicted, maybe she has dog aggressive pets or small children that are not ready for a special needs rescue... As an update, another comment shared this image which details the severity of this baby’s injury & that he was in desperate need of a rescue group to take him on to be properly cared for, and now if you reach out they have confirmed that he is currently in the care of a rescue group! She did exactly what she needed to do and got this little boy the help he needed & now he will almost certainly get proper healing, be fostered, & find a home through the rescue that has him!

You can't automatically assume that someone dropped him off in the middle of a highway. For all you know, he got out and ran into the highway. At least you saved him and he is getting help, but don't go making accusations and jumping to conclusions right away.
