Nowhere did she say or imply it was his fault. She said that he vanished when the world needed him. Which could mean MANY THINGS like DYING. Roku was KNOWN to be dead already. And the avatar was supposed to be an air nomad, that’s why the fire nation attacked, and why the avatar would have been the only one to stop them.

From what I’ve seen, every Avatar has spent half their time cleaning up the messes of the previous one which in turn causes them to create messes of their own through no real fault of their own.

The difference being it's Korra. with ATLA you had the confusion of it was Aang or Roku being talked about. We know this is the Avatar right after Korra so there's no doubt that there's no confusion in "The Avatar failed us".

The avatars are always controversial- Kyoshi thought to be some mindless evil murderer when really she was defending against the evils of the world, Kuruk was thought to be a lazy avatar when he was defending everyone from the spirit world, Aang was thought to have abandoned the world when they needed him when he was just trapped in the ice, Korra is known for the letting the world down but we don’t know any context so who knows 🤷♀️
