I mean it's probably not out of malice since it is a ten year old kid. but the parent noticed and they noticed that you noticed, they absolutely should have apologised. even a passing handwave and mouthing I'm sorry would suffice if they were passing by and couldn't stop. it just speaks volumes about the kids upbringing
