Oh no you can't. I was on Section 8 for 20 years. They have absolutely no emergency housing for no one. You do your time and you wait unless you know someone who can bump you up on the list. That's exactly how it works. They have a list of criteria right on the application doesn't matter if your disabled or becoming homeless I know because I tried to get back on the list after I left!
