Under financier John Law and the Mississippi Company, prisoners were deported from Paris and encouraged to marry women recruited from hospitals and correctional institutions before being transported across the Atlantic. Some accounts describe freedom being offered in exchange for marriage and relocation, though the broader program involved coercion and forced removal rather than a simple voluntary deal. The plan was meant to rapidly create families, workers, and permanent settlements in the colony, but many newcomers faced disease, food shortages, and harsh living conditions after arriving. France eventually restricted the deportation program following complaints about the settlers being sent, but the episode remains one of the stranger chapters in Louisiana’s colonial history.

The women were called Casquette Girls because they were each given a small casket to put any belongings in for the trip. They were often prisoners being transported as undesirables and were under guard for the trip. It was a practice they used to bring women to New Orleans to civilize the men there. When they arrived they were usually met by Ursuline Nuns who still have an active convent to this day in the city.

That's because, up until they got their independence from England, the US was where the undesirables from all over Europe got sent. It wasn't until after the American revolution, that the English started using Australia, as a penal colony.
