I think this is work from mwoyo gwa gwanga, I just think we hv to initiate our pipo slowly by slowly teaching then and also by being example to them it this policeman has been found cleaning then tells this young man to clean there is no way he could refuse to. In this journey we r meant to leave by example policepipo r ugandans who should also clean, the enforcement in this act should be by example not just beating pipo like that.
