The legality of filming inside a government building is determined by the Public Forum Doctrine, which classifies government property into distinct categories: Places that are government-owned but not open for public expression. This includes the interior of most public buildings—such as the DMV, courthouses, police station lobbies, tax offices, public schools, and employee cubicles. the Supreme Court of the United States has not ruled that First Amendment auditors have an unlimited right to film in any public building. In fact, no court has ever recognized an "unlimited" right to record on government property. Under long-standing constitutional law, the right to gather information and record is strictly subject to reasonable restrictions based on the type of government property involved. It is past time to have this asshole arrested every time he decides he is going to ignore their warnings. He is a useless POS who has a history of breaking laws. There is no need to check with anyone higher.
