I mean he was one of the worst dictators due to making everyone distrust everyone, but he made the country self reliant (not really but no country is truly self reliant), gave all jobs, and he genuinely made the country an iron wall of foreign influence. He literally destroyed political freedom making it a one party government, persecuted people if not atheist then declared it a atheist country although it was forced, cut off Albania from other neighboring countries and created economic hardship with strict communist economic policies and contributed shortages and low living standards and sent people to labor camps and imprisoned them. He would torture people during integration and destroyed religion architecture in the country.
