once you've converted your pounds into dollars and then paid the stock broker fees to buy the stocks. The same again in reverse when you sell the stocks minus capital gains then the percentage gain would be closer to 5 rather than 9.

The problem is you cannot buy fractional shares in ETFs so if you put in £100 and ETF price is £107 you cannot invest it. Or if the price is £70 then you are only investing £70 not £100
