Every overseas US base, unlike the old days, is full of foreign contractors working for such companies as KBR for example. They had contractors for base operating services which covers just about everything from food, fueling, water, purification, pest control. These contractors are a mix of Americans, most of who are supervisors, but most of the worker bees, come from places like Bangladesh, India, Africa, in other countries . Many of them are very poor backgrounds and work for these companies. It sent money. They are not career jobs and it can be fired. It would be all too easy to garner information this way.
