if someone is genuinely curious why: it's because the majority of tall male characters have either a long hair, a cape, or a jacket (and other flowy things) and they need movement to move so that's why it looks weird, his torso doesn't have any and combine that with the movement of the red cloth and his upper body looks very stiff

ooh no, all the tall men have the torso wiggle, you just normally don't notice bc the movement carries into their clothes (which usually have flowy back pieces, hair, cape, scarf etc ) Gil's design just highlights this particular animation quirk, since his top half doesn't have any of the flowy bits that would normally incorporate it
