@thetopealao: Screeding a damp wall does NOT solve the dampness. Screed makes the wall smooth, it doesn’t stop moisture. If the real problem is rising damp, a leak, rain penetration, condensation, or failed waterproofing, the moisture can eventually damage the new finish again. Don’t cover the problem. Find the source and treat it first.
