hdmi to rca chunks the quality to bits :( its good if you need it but plz consider bespoke emulation stations that output in interpolated signals!!

I do the same thing I it's pretty amazing, you feel like the thing you're doing (watching a video, playing games etc) are more meaningful, it's pretty weird but in good way.

Idk how it works for other gpus but if you have a intel gpu you can adjust the overscan so the crt isn’t cutting anything off

go to display properties for the CRT on the pc. changes the Hz of the CRT and it'll fix the aspect ratio
