My partner and I both put money into a bills account and put in a percentage based on our own income. I think she needs to implement this and he needs to put in a percentage to cover bills based on what he WAS making.

It sounds like he decided he doesn't want to work and it wasn't a team decision. I would tell him that he needs to find a job and I'm okay with him doing gig jobs or selling his collection in the meantime but he needs to be able to contribute significantly to bills. Even if it's in proportion to whatever he's bringing in that we can work out something equitable. but him deciding that he doesn't want to work or he's not going to look for a job and ask me to ruin my payment history, nope. shape up or ship out

NOP! You mentioned hanging with his friends, but not a single thing he is doing with his time that makes your lives better. Does he cook meals? Does he clean the house? Is he studying to get better qualifications to help him earn more in a future job? Is he trying to open a business of his own? Working or not, he needs to contribute to the family dynamic. It’s not a vacation on your partner’s expense.
