If it’s AI, why isn’t it smart enough to have those skills? Can you just ask the AI to create the skill it just seems like there’s so many layers to using AI effectively that it takes most people out of the running.

That's a series of instructions, not skills. Skills are specific, they are installed into the LLM and the LLM chooses automatically when to load a skill. Skills have a specific format including when to trigger automatically, and step by step instructions on how to do something not just general information on how to do something. Skills and instructions are both important but do separate jobs. A project for emails that has solid general instructions including references to sub instruction sets, plus notes for sub instructions in the knowledge base, plus a set of skills installed, will create the same outcome consistently with less work from you because the LLM will prime itself.
