All the gate keepers getting removed only for them to be replaced with another faction of gate keepers. These chapter 9 institutions posts should be filled by a board decision after vetting by an independent panel that stays nameless and vote on appointments independently so that the process is not corrupted and there is no collusion amongst the panel to use biases to actively include or exclude candidates
