The "tourist" is out of line, but the traffic warden (not a police officer) is a bit excessive. Additionally, the warden may not have raised his voice quite as much if the J-walker had been a local. And by the way, loads of locals don't follow the pedestrian rules which are almost impossible to legally enforce.
