Think that poverty is against the law. Rather than reward with free stuff, they get arrested, sentence to hard labor. Not fun. Most decide getting a job isn't half as bad. Homeless isn't tolerated. America provides no incentive to do better. Public assistance provides for all basic needs, and more. No effort required. Who sets the standard anyway. Based on what? Lot of people have lived comfortably, with little to no income, and no public assistance. A reliable source of food, water, and shelter is all that's actually needed. Anything more is luxury.

American workers are treated more like slaves; they're fired without severance pay, and there's no free food or lodging. Many American jobs are the kind no one would want in China, let alone get rest time. It's hard to say who's more like a slave. And China prohibits employing minors, while it's far more common in the US.
