Actually, he did return. In Pokémon Legends: Z-A, the museum’s Hisui exhibit states that Ingo disappeared after saying, “It’s time for me to return.” That’s a pretty clear indication that he made it back to his own time. The game doesn’t show how it happened, but it does imply that he eventually returned
