Are you saying winters categorically fall between 1-4? Or that they typically are and can have lighter hair than that? I have level 6ish hair and was typed a dark winter so I’m curious lol

I think I'm a deep winter, my hair is a 2 to 3 but I can tan and to be honest quite easily and because I have olive skin I might even look a bit warmer when I tan because my skin becomes more yellow than that greyish in the winter. I think that's very common for olive skin and many olive skin people are winters.

I am a true winter, I have level 4 brown hair. I look great in blue/black hair or deep burgundy red hair. I tan easily because I am a light cool/olive. So you are right. Winters can have brown hair and tan.
