A mandatory permit from Dubai Municipality is now required to lease any shared space, but this can only be obtained by property owners or DLD-licensed management companies. Crucially, standard tenants are strictly banned from subleasing or partitioning units. Operating without a permit can result in baseline fines ranging from AED 500 to AED 500,000. For repeat violations within a single year, the fine doubles and is capped at Dh1 million. Authorities have also empowered themselves to cancel trade licences, disconnect utilities, and enforce evictions for non-compliance. Existing operators have been given a one-year window to align with the new health and safety standards.
