If I recall correctly, This was a prophesy to king Cyrus by Isaiah 150+ years before Cyrus was king and God was speaking about the false gods they worshipped in the time of Cyrus. God was attacking what the people in the day of Cyrus believed to be all powerful.

The way I heard it explained is evil is the direct result of good. But I’m also open to a misinterpretation as the opposite of peace is in fact calamity and not “evil”.

This verse comes from the KJV translation there are better translations such as the ESV and the NASB where the word Evil is translated as Calamity or disaster. But even from this translation evil isn't a thing that can be created because evil has no ontological status. Evil is simply the privation of good. Evil can only come about by choice or intent by free agents such as ourselves.
