Your “math” is 40(1-0.66)=13.6 the correct math is (40/1.66)=24.10 as vigil makes you recover 66% faster rather than just shortening the cooldown by 66%

u calculated it wrong by the way. vigils formula is (effect duration)/(100+vigils reduction)/100 which makes the duration of a 40sec long effect roughly 24sec
