I personally think Ralsei has the same powers as flowery but specifically chooses to nerf himself because he wants Us, Kris, and Susie to have fun trying things for them/ourselves. When Ralsei tells flowery that he can’t have 999 stats in everything, flowery says “Heh, guess you’d be the expert, Raly…”

I'm starting to think the final prophecy ends in Ralsei killing someone ngl, it would explain a. "obviously YOU wouldn't let that happen" b. refusing to use it against the knight, titan etc, and c. only using it out of seemingly a state of panic. He was genuinely afraid for Susie and that's the only reason he chose to reveal what he could do.
