The solution is don't let all the batches to apply if you will recruit only 7,000. Focus on those who graduated first to apply. if those who graduated first are 14,000 give that 7000 to them, next recruitment you post the remaining and add those who graduated 2nd to it. this will enable you to know that you have fully posted those who graduated first and dealing with half of the next. this is simple logic, it doesn't need degree. The minister of education should explain to us the criteria they used to recruit those called 7000 applicants
