"owner" is just a gate keeper and doesn't actually own the river, you can't own an ever changing body of water unless you literally own every bit of land it takes to get to it that way you can reasonably assume someone trespassed on your property to get into the river but regardless you still don't own the river, might be different where ye are but I do this constantly in Ireland and have only ever had one issue and funny enough that was actually in public I was on a public council placed temporary doc and the rowing club demanded quite rudly that I am in their way and I needed to move, usually I get on very well with the rowers as a photographer and as a newly invested fisher noob I always double check with them when they are out in the eaters that if they end up in my photos are they good with it or to let me know if my casts are making them uncomfortable, this example of them being rude was some out of towners who were using our rowing club and the old man from up the country didn't understand small town etiquette and courtesy which is, ask nicely and politely and my answer will almost never be no and I will accommodate you as the river is for all of us (I also just apply this to everything in live but river rights are the best example of community shared and publicly owned and expected to be used by everyone and no one has a day in that)
