In the Quran, Allah refers to clouds as heavy in two places. In Surah Ar-Ra'd (13:12), it says He produces the heavy clouds, and in Surah Al-A'raf (7:57), it talks about winds carrying heavy-laden clouds. Both verses describe clouds as substantial and full of water.
