Actually, the UK did create the ETA, a paid online authorization for reciprocity. Brits had to file and pay for an ESTA for years. Therefore Americans need now too

The cruise company would have warned her several times, I know because I took a cruise last year that started in Iceland and ended in Southampton Uk and I received email after email reminding me that I needed an ETA. People still showed up in Iceland without it and at check in had to apply, at Lea the cruise line had anticipated it and had a separate line to send these people to.
