Well you have the right data but came to the wrong conclusion/ framing. Germanics had to create larger federations in reaction to Rome and they would have absolutely fought the Romans if they could have won, but Romans in their prime were very hard to beat, even on germanic soil. Raids were common but after Teutoburger forest Germanicus paid the germanics frequent visits and punished them many timesfold for what they had done according to accounts at least. The Celts banded together in federations too under Vercingetorix for example but it was already too late and Caesar a far too skilled general and genius. Also many Celts were already part of the roman war machine like the once in “the province “ which is modern Frances “Provence” lol. Also Germanics didn’t really conquer Rome, they fled to it because Attila used them as a human weapon to flee into Rome and destabilize her.

Celts were established in North and Western Europe before Rome. Rome never made it to Ireland, Wales or Scotland. Germanic influence did come after with Norse, Norman and Anglo-Saxon invasions, but the time lines are off.

I think the timing aspect you mentioned is the most important part. The Celtic tribes in Western Europe were already fairly established and settled in their lands by the time of the late Roman republic. Therefore later during the migration period they weren’t able to mobilize their whole populations for movement and invasion like the germanics could.
