I think you’re describing disenfranchisement. My experience of learned helplessness comes from people having no autonomy or agency to solve their own problems so they eventually lose the ability or will to. These two phenomena definitely reinforce each other though.

It comes down to awful organizational design and poor leadership. Entrepreneurship is the path if you prefer to give a shit, because in most organizations it’s simply not logical to care.
