bleed it and feed it is the best advice I ever got about sourdough. it's been ages, so I have completely forgotten who said it to me, but it is quality advice. there is nothing that is happening to your starter that cannot be fixed by reserving 20g and just cycling it every 12 hours or as much as possible

You don't have to buy special water. Chlorine is a gas that will disapate when not held under pressure. Fill a jug with tap water and let it sit open on your counter for 24 hours. Most of the chlorine will be gone

I don’t know if you’re completely set on making your own starter. But I bet if you posted on like your local Facebook marketplace or whatever you could find someone that has one that they will share with you lol. I got mine from my neighbor and now I run my own little bakery :-)
