Its funny and also stupid that some people deny that the stereotypical Filipino accent exists, even here in Japan, Filipinos has a terrible accent when speaking Nihonggo, its common to have an accent when speaking other languages, especially if the speaker doesnt really bother to try and learn how to speak the said language properly, its an identity and pride thing among Filipinos, some deliberately dont want to lose the accent to convey that they are "Filipino".
