The remains of children at the tophet of Carthage are not confirmed to be sacrificial. It's a scholarly debate, but many scholars believe that the remains are funerary in nature, as child mortality rates were high back then, thus cremation was a funerary rite and the child was then dedicated to the gods Ba'al Hammon and Tanit to ensure their safety/ensure the gods looked over them. The only accounts of child sacrifice in Carthage or in Phoenicia are written by people who HATED Them. Chances are it's a huge smear campaign to demonize these gods to promote the Roman Religion, which adopted Tanit as Juno Caelestis, and later Abrahamic Monotheism

Human sacrifice was normal in many societies throughout history. 20,000 people in the course of an 800 year old city for millions of people is nothing in comparison to the evils that happen today. Carthage was more civilized than any society until it's fall, and before it.
