Bring back common sense :
What would you think of creating the donut hole instead of scrap the cap? The cap is currently $184,500. Seems like there a lot of people making above that who are still spending most of what they make which helps our economy. If you would still stop at $184k and then maybe start the payroll tax again at like $400 or 500k, you would allow the people below that level to keep spending and helping the economy. The concept is that people above the $400K have a lot more going into investments and taking that would not hurt the economy as much. At least this is the theory of those that promote the “donut”. Thoughts?

I would want lots of controls over a sovereign wealth fund to keep politicians hands off it. Also it should have 50% in A rated bonds. Insurance companies invest 75% in bonds so a target of 50 seems safe.
