More than likely they had the bed raised way too high to try and shake it off, and the hitch started digging into the ground, then they realized it wasn’t far enough back so got in the tow truck to back it farther into the spot without dropping the bed, causing the hitch to scrape and the stabilizer bar on the tow truck to dig as well

Yeah, that’s trailer hitch but that’s really not that bad. You should have a good few inches of asphalt there sweep it off. Throw some dirt on it. You’re good to go.
