Yes as for why Grayson says that, you could say that he is just lying or that Smasher lied to him which is more likely. I wouldn’t be surprised if Alt/angel comes into play next game and they could bring back Johnny alive this way. Which is why I think V will be the main character again.

i wouldn't say it's out of the question that johnny was buried there, it may just have been more recently than suggested in game. Grayson did have both johnny's malorian and his porche, both of which were found by samantha stevens. If Arasaka and Smasher could've found those two things, they could just as easily have found johnny's body.
