You can measure per capita with a basic calculator. All it does is give you a rate of occurance given a standard population size. It can be used for anything from health (1 in a million get X disease) to GDP (94k per capita), to crime stats. It's not meant for direct comparisons of raw data, it's meant to make the data comparable at the same scale. If I have 10 pit bulls and 8 of them have bit someone and 100 poodles where 20 of them bit someone, the pit bulls have an 0.8 bite rate whereas the poodles have a 0.2 bite rate. Which would you want to have near your kids?
