Melt the butter, then add the garlic powder, onion powder, paprika, salt, and black pepper. Add in the flour and cook for 1–2 minutes. Slowly pour in the milk and heavy cream, whisking continuously until smooth. Let the sauce cook until thickened. Add the cheddar, mozzarella, and parmesan, then stir until the cheese is completely melted and the sauce is smooth. Add the cooked pasta and mix until every piece is coated.
