Some mobile data providers chnage your ip after couple days (mine does) so you wont get too far with ip, so my best go is email, phone number, payment info and browser/device fingerprinting

Or rather use just in time registration with SSO. You’ll get some people with multiple emails, but that’s probably acceptable.
