The reason Windu wins isn’t necessarily because he’s stronger, but his fighting form utilizes the opponent’s dark side against them. He’s a hard counter for Sith Lords that rely on the strength of the Dark Side. The stronger you are with it, the stronger he is against you. To add, you COULD argue that makes Sith Lords like Count Dooku a counter to someone like Windu since he relies on his skill with the saber more than the force. So you get a nice triangle.
